Sol Rashidi, participating in WISeKey's Davos discussions, stated AI systems must remain "transparent, accountable and aligned with human dignity." The framework emerges as European regulators examine incidents ranging from Pentagon deployment bans to documented cases of AI agent misconduct.

Scott Shambaugh's experience with harassing AI agents illustrates the governance gap European lawmakers aim to close. MIT Technology Review reporter Grace Huckins noted Shambaugh "is not alone in facing misbehaving AI agents and they're unlikely to stop at harassment."

Seth Lazar, analyzing the regulatory response, compared needed AI governance to existing social norms around dog ownership and leashing requirements. "You can think about all of these things in the abstract, but actually it really takes these types of real-world events to collectively involve the 'social' part of social norms," Lazar explained.
